Why we created Intelligence Rising
We created Intelligence Rising to increase awareness of the crucial role each individual plays in the rapid expansion of AI applications in multiple high-impact industries.
In light of recent discussions about AI safety* within key international spheres, the need for structure and regulatory measures has never been made so clear and urgent. The US, UK, EU, and China have embarked on policy trajectories with several pieces of legislation still evolving.
Whilst the team behind Intelligence Rising keeps at heart our mission to let participants explore how to appropriately address the challenges of AI futures, we have identified that we can do so in a way that recognises the unique opportunities new AI technologies represent for companies. Aligning both interests allows us to integrate developments such as upcoming regulations, while also acquiring a sense of personal and collective responsibility in the building of safe AI futures.

Sanjana is a management consultant building strategy, operations, and partnerships for early-stage organisations to maximise their potential and societal impact. She has consulted with line ministries under the Government of India (GoI) to advance gov-tech and policy initiatives. Her academic background is in management studies with a specialisation in Finance, and in Statistics.

Senior Game Designer
Eran is a freelance designer and editor with over a decade of experience in gaming. He has contributed to projects like the City of Mist role-playing game and is a producer and host for a big podcast on role-playing games, earning endorsements for his creative writing and game design skills. Eran has a background in Sociology and Philosophy.

Intelligence Rising Facilitators

SHAHAR AVIN (London, UK) is Systemic Safety Fund Lead at the UK AI Security Institute. He was previously Senior Research Associate at the Institute for Technology and Humanity at the University of Cambridge. He works with researchers in the global catastrophic risk community to identify and design risk prevention strategies through organising workshops, building agent-based models, and by frequently asking naïve questions.

ROSS GRUETZEMACHER (Kansas, USA) is an assistant professor of business analytics in the Barton School of Business at Wichita State University and a Research Affiliate at CSER. His research involves strategic foresight for transformative artificial intelligence. He has developed novel techniques for this, including various methods for mapping paths to AGI. He also works on applying reinforcement learning from human feedback to foresight and on the societal impacts of transformative AI.

JAMES FOX (London, UK) is Research Director of the London Initiative for Safe AI (LISA). He has just completed his DPhil (Computer Science, University of Oxford) on technical AI safety, supervised by Tom Everitt (Google DeepMind) and Michael Wooldridge & Alessandro Abate (Oxford). His research has mainly focused on game theory, causality, reinforcement learning, and agent foundations. James also has an MSci in Natural Sciences (Physics) from the University of Cambridge, has worked on various AI governance projects, and has consulted for several AI start-ups.

ANINE ANDRESEN (Oslo, Norway) is Partnerships Lead at Technology Strategy Roleplay. She was previously Chief of Staff to a senior AI policy practitioner with appointments for OECD.AI, PECC (FR), UNESCO, and the Global Partnership on AI. AURIANE TÉCOURT (Brussels, Belgium) is Training Associate at Technology Strategy Roleplay, previously AI Policy Coordinator at Microsoft. Prior to this, they had a placement as AI research fellow at the European Policy Center and was a fellow of the Talos EU Tech Policy Fellowship. She is an AI and technology strategist focused on global security and ethical innovation with experience spanning Accenture, UNHCR, and NGO–government partnerships. She holds a MPhil in Ethics of AI & Data from Cambridge, where she researched AI‑CRISPR access and multi‑agent learning models. She now contributes research at CAIDP, consults on enterprise AI strategy, and helps support partnerships and project management for Intelligence Rising’s Science 2030 games.

is Co‑Founder & CEO of AI Safety Asia, a nonprofit advancing AI safety and governance in Asia. He previously led APAC operations for a late‑stage startup with over €100M raised, founded Connecting Myanmar (countering disinformation since 2011), and served on the board of Amnesty International Hong Kong. Edward holds a Master of Laws in Human Rights with distinction from the University of Hong Kong.

PETER RAUTENBACH (Leipzig, Germany) is a Canadian researcher and PhD candidate at the University of Leicester. He studies how AI decision‑support systems shape human behaviour in nuclear crises through experimental wargaming. His work bridges theory and practice via Track II diplomacy with INHR and training in wargame design with Intelligence Rising. He has also contributed to the Berkeley Risk and Security Lab, the RESILIENCER Project, and CERI, focusing on the intersection of emerging technologies and conflict risk.

DANNY BELITZ (Amsterdam, Netherlands) has spent over eight years working in data science, machine learning, NLP, and responsible AI strategy. He now works on AI governance and policy, writing about how compute infrastructure and governance can serve as a leverage point for AI safety. Danny contributed as an expert to MIT's AI Risk Prioritisation Delphi process and has spoken on AI ethics at Google and Techorama. He mentors mission-driven organisations through the AI for Impact Collective. His academic background is in Computational Linguistics.

LAURA CARTER (Seattle, USA) is a freelance researcher, facilitator and project manager, specialising in the societal and human rights impact of technology, data and AI. She held a Tech Policy Fellowship at the University of California, Berkeley, and has previously worked for the Ada Lovelace Institute and Amnesty International. Laura holds a PhD in Human Rights Research Methods from the University of Essex, as well as an MA in Gender Studies from SOAS University of London and a BA in Mathematics from the University of Cambridge.

ANN MECEDA (Knoxville, USA) is a senior technology and policy professional focused on AI governance and international technology policy. Over 20 years as a diplomat with the U.S. Department of State, she helped advance emerging-technology policy and multilateral cooperation with partners including the EU, UN, OECD, ASEAN, and the Arctic Council. She also brings C-suite experience in venture-backed technology companies in the United States and Europe. She holds an MBA from the Haas School of Business at UC Berkeley.

JAMES WALLIS (London, UK) is a PhD researcher in the Defence Studies Department at King’s College London, focusing on artificial intelligence and international security, with particular attention to US‑China strategic competition. He is affiliated with the Centre for Statecraft and National Security. Previously, James spent 18 years in strategy consulting, most recently as Director of Strategy at Anthesis Group, leading a 60‑person practice and serving on the Executive Leadership Team. In 2025, he was a Summer Fellow at the Centre for the Governance of AI, producing a policy briefing on AGI and UK defence.

Trustees of Technology Strategy Roleplay
Intelligence Rising is a project under Technology Strategy Roleplay (TSR), a charitable incorporated organisation (CIO) registered with the Charity Commission in England and Wales (charity number: 1200928)
Our Origin Story
Intelligence Rising was originally developed by Dr. Shahar Avin from the Centre for the Study of Existential Risk (CSER) at the University of Cambridge. It was meant to encourage participants to confront the challenges posed by imminent advances in Artificial Intelligence. It was inspired by a visit in 2017 to the Future of Humanity Institute, where he participated in a 3-person AI futures roleplay (which did not end well).
Initially an unnamed project, it became "Intelligence Rising" after Shahar received a seed grant and started a collaboration with both academics and non-academics across several universities and institutions.

Funding Sources
Intelligence Rising was initially developed with a grant from the Long-Term Future Fund to Shahar Avin in 2019.
In 2021 the team started receiving funds from paid workshops, which supported our facilitators and further game development.
